The long-term objective of this new law is to create a single payer health care system in Vermont, largely based on a study conducted by Dr. William Hsaio, a Harvard University economist. Vermont needs federal approval to actually implement a single payer system in the state. The law establishes the framework for the creation of Vermont’s health benefit exchange, consistent with the Federal Affordable Care Act (ACA) in the event that Vermont is unable to obtain all of the approvals necessary to implement the single payer system. So, Vermont will establish a health insurance exchange so long as it is awaiting federal approval of the single payer system.
It is important that you understand how you may be affected under the single payer system and during the time prior to the single payer system being in place. The single payer system could begin as soon as 2014, if the federal government gives Vermont the necessary approvals. The exact date of its implementation will be determined by federal approvals; when approval will be granted remains unclear.
