Position Summary:
Leads the development, maintenance, and ongoing improvement of an efficient and effective IT planning process. Responsible for developing and presenting scenario solutions to the IT Leadership Team on execution and timing of IT work activities in departmental wide portfolio, taking into account resource demand and budgetary constraints. Define strategy and provide direction to IT Management and Executives that will maintain a comprehensive IT planning function that is focused on enabling the most efficient and effective delivery of service across the company. Defines, implements and manages strategies and processes to support an ongoing IT planning process that accurately captures the departmental wide portfolio of activities and associated resource capacity and demand projected over the next 1-2 years. Serves as escalation point to resolve conflict and/or issues for the Project Portfolio Managers related to new or changes to existing work activities in the project portfolios. Define requirements that need to be implemented within the enterprise project portfolio management application to support planning processing. Lead coordination efforts with Project Portfolio Managers (corporate projects, IT initiatives and planned service requests) to develop departmental wide portfolio of IT activities. In coordination with IT Portfolio Managers, manage the portfolio metrics related to resource allocation and demand, such as ensuring work activities scheduled within the next quarter have identified resources, estimating allocation of resources across departmental wide portfolio of activities, evaluating resource capacity and develop effective alternatives to offset resource over allocation. Review, analyze, and report on road map for IT work activities and overall impact to resource capacity. Present alternative solutions to the IT Leadership Team for when work activities should be completed based on resource capacity and IT budget. Develop and implement analysis and reporting tools for communicating departmental wide portfolio activity; audit, monitor and lead correction process to ensure project and resource data is maintained consistently in accordance with standards and methodologies. Requirements:

  • Bachelor's degree in IT or Business Management, with MBA preferred or related field or equivalent combination of education/business experience required. 10 years IT technical and management experience including IT architecture or technology planning. Needs to be able to understand the broader technology context and road maps of the department and organization in order to build and maintain the overall IT Portfolio of activities 2-3 years into the future.
  • 3-5 years of project management experience combined with project portfolio management (PPM) and program management preferred. General knowledge of IT System Development / Integration Processes required.
  • Working knowledge of PPM applications, such as Compuwares ChangePoint or Computer Associates Clarity, preferred. Strong desktop computer skills, including expert knowledge of MS Project, Excel, Word, Outlook and Power Point.
  • Excellent oral and written communication skills, including ability to compose policies and procedures. Will need to articulate a vision, resolve conflict between business units, and maintain the support of executives through meetings, and reports.
  • Knowledge of best practices for IT Planning tactics and strategies; ability to identify and understand risks associated with the overall IT Portfolio; Work with IT Portfolio Managers and business to develop tactics and strategies for risk mitigation.
  • Must be comfortable working in a team environment as well as independently, and possess a sense of accountability and urgency in completing assignments. Must be detail oriented with strong organizational skills.
